Dicision to buy flat need help to know if it is safe to buy

I search one flat in nerul, it is in gavthan, it has CC and OC from Navi Mumbai mahanager palika. Society is not formed, His deposit amount seas due to after completing the plinth, plinth certificate was not taken, & some changes in approved plan suggest it is safe to buy or what.
If the property is unclear and so are the papers of the land. It is advised not to buy the property where the documetns are not clear and a dispute can arise in future.It is advisable to consult an advocate who can verify the property documents for you.
