Delay in registering Death Certificate

My father passed away in 2012 and I have been trying to register his death at KDMC since the last 3.5 years. KDMC said they needed a court order. I have registered an application at the Kalyan Civil Court since 2014 but yet to receive the order. Does it take so long to issue a court order?
Please explain in detail. What case you have filed in court? What is your prayer in the case? What is the stage of the case? I am not able to answer with such short information. Ans yes. It might take a long time in court case/application.
