College delaying leaving certificate what shall I do

My college is not giving me leaving certificate they delaying and i stuck at other admission if i dont get my lc then my 2 years will be wasted. What shall I do?
Write to the college explaining your problem and requesting them to issue the leaving certificate at the earliest. Should they fail to respond/ give the certificate within two weeks, consider filing a Writ Petition before the Bombay High Court (where it is a government affiliated college) seeking directions from the Court that they be directed to forthwith act upon your application and issue you the leaving certificate.

1. Without paid to college clearance , college cannot grant to you leaving certificate , If its remaining then firstly clear & paid it & got the reciept of clearance paid .
2. Secondly , After clearance then make a simple application to the principal in subject to Granting Leaving Certificate For The Purpose Of Admission .
3. If Clearance is full paid then it is the responsibility of principal to grant leaving certificate , otherwise you send a legal notice through a lawyer to mentioned in that not performing the duties & responsibility of principal & give the mental harassment as well as physical or financial also .
