Can sale agreement be registered without giving power of attorney

Hi,If allottee makes registered sale agreement without giving power of Attorney (time period didn’t mention on sale agreement) with other person named Sohail Khan (non blood relationship) for a KDA plot then after a year allottee gets his KDA plot registered directly from the KDA and allottee has the possession also on the same plot. In this circumstances - Is Sohail Khan legally eligible for the share of profit in this plot and which type of Problem can be created by Sohail Khan legally to Allottee? While sale agreement was done 2.5 years back. KDA – (Kanpur Development Authority)
