No
The vehicle has to be abandoned and can not be used as a mode of transport on public roads.
The prescribed life of your vehicle is over though you may consult local laws of the area applicable to your location.

The registration of any vehicle doesn't expire. Kindly get your facts clear and post your query again. In case your insurance has not been renewed, get it renewed by contacting any Insurance service provider.

Yes, you may refer the following provisions of Motor Vehicle Act, 1988 for your reference:-

Section 41 (8):- An application by or on behalf of the owner of a motor vehicle, other than a transport vehicle, for the renewal of a certificate of registration shall be made within such period and in such form, containing such particulars and information as may be prescribed by
the Central Government.

Section 41(11):- If the owner fails to make an application under sub-section (1), or, as the case may
be, under sub-section (8) within the period prescribed, the registering authority may,
having regard to the circumstances of the case, required the owner of pay, in lie of any
action that may be taken against him under section 177, such amount not exceeding
one hundred rupees as may be prescribed under sub-section (13) :

Section 41 (13):- For the purposes of sub-section (11), State Government may prescribe different
amounts having regard to the period of delay on the part of the owner in making an
application under sub-section (1) or sub-section (8).

Therefore, it is clear that you may renew your registration even after the expiry of the same after the payment of some amount of fine. The fine amount would depend upon the laws of your state as the State Government has power to make laws in this regard.
