Can I purchase 1995 car not registered by RTO

i want to purchase an 1995 car which is not registered by rto, how do i get title of the car.
You can purchase an unregistered car through sale deed. But you cannot use the car or take the car out on the road. It is illegal to drive an unregistered car. You need to get the car registered with the RTO before using it.
