Can I get permanent residence of Jammu and Kashmir

Hey I am a citizen of New Delhi and i want to do some business in Jammu. For that i want to get settle there. I understand the laws doesn't allow me to buy any land or immovable assets there, i am doing buisness on rented premises. My question is that.. Is there any possibility to obtain the permanent residence of jammu and Kashmir? If yes, how much time i have to live there to get one, if no, what are the other possibilities for me for being able to buy land or property there? Please do reply ASAP...
Article 370 of constitution prohibits the purchase of property who do not have a domicile of Jammu and Kashmir. Jammu and Kashmir has given different status through article 370.
