Can I ask Ministry of Railway to update the rules for students?

Indian railway requirement board has just passed a notification regarding some opening but it requires an aspirants to clear his/her graduation before filling up for exam form, In some part of Bihar specially In Seemanchal region there are one university for 4 district and who take 4 year for 3 year graduation for example If I was in session 2008-2011 but it taken me july of 2012 to complete my degree. So I want to fill a plea against Ministry of railway to update their rule regarding requirement and allow participation for those candidates too who are awaiting results .If I can please sugst
You can definitely challenge the notification by way of a writ petition before the appropriate High Court. You will have to show that the notification is arbitrary and violates your fundamental rights. The High Court may then exercise its discretion to set the notification aside.
