Can Employee Take Reliving Letter From Employer Without Np

One of my employee has threatened our technical manager in over night for reliving letter, he gave warning to him saying I am Karnataka so u have to give me other wise u will be in jail....and he made a call from police station and police threatened manager and give him documents...so manager requested hr to give reliving letter with in half an hour....so what case we can file on employee?
