Can a handicap person get driving licence

I'm a handicap person. 40 % with left hand, Can i get driving licence.
Procedure for getting a driving license is different for physically disabled people -
First you have to approach the showroom to alter the vehicle based on your disability. Then
1. Visit your nearest RTO and get an approval.
2. While submitting your application choose the class of vehicle as "INVALID CARRIAGE VEHICLE-(INVCRG)"
