Builder refused to give occupancy certificate, where can I complaint?

The society builder/developer has denied to give me the occupancy certificate which is causing a lot of problem in getting electricity and water connections.

In cases where your developer has not been able to procure a completion certificate, you can directly ask the local authority to hand over the possession to you.

You can also approach the consumer forum for the grant of occupancy certificate. For this you need to:
  • Send a notice to your builder to handover an occupancy certificate to you within a period of one month.
  • If he fails to respond, file a complaint in the consumer forum.
  • You can request the forum to issue directions to the builder to apply and obtain necessary certificates.
  • You can take the advice of a lawyer before sending in a legal notice or to go further with other legal procedures for the same.
