Bought second hand bike but dealer is not transferring ownership

Purchased a second hand bike from a bike consultant. He said that the RC is with his agent and will give me the NOC within 10 days and then i can tranfer the ownership in my name. I have paid the entire amount in cash and got the receipt. Now its been more than a month and he is not giving the NOC & making silly explanations.what can i do against him?????
You might of signed Form29 while transferring your vehicle but you should also ensure that all the documents pertaining to your vehicle at the RTO office should be changed by replacing the name of new owner. As a first step you need to give a written representation to the concerned RTO Office about the change of Ownership.
