Application for legal heir certificate can it be revoked

Family member certificate was granted by Tahsildar after obtaining the consent of all the concerned members. Later, one member applied to another Tahsildar for Family Member Certificate with family members comprising the litigant and two other different persons. Knowing the fact of previous Family Member certificate, the second Tahsildar refused to grant FMC. Against the refusal of second Tahsildar, the litigant filed Writ in HIgh Court. The case is under process. The litigant also filed revocation application to the first Tahsildar for cancellation of the first issued family member certificate. The said first Tahsildar mentioned that the conduct of the litigant is not correct , but can celled the previously given Family Member Certificate and asked the parties to approach civil courts.
