I want to know the divorce on stamp paper of rs. 100 is valid. Can they remarry and no risk for legal problems in second marriage.

Your divorce in stems Re. 100 is valid and you can remarriage. But you should file meet for divorce decree before judicial magistrate court. And then you and your divorce wife both can safely remarriage.

It's not valid until you proved that said custom is valid in your community and privileged form long time ago.
Otherwise divorce paper is just piece of paper and you can not remarry until you get divorce from compenenat court under Hindu marriage act.

First 100 RS stamp paper is not valid as u can go for registered deed or else decree as registered deed is done on 500/_stamp paper than u can do second marriage as if written on 100/-stamp paper is no use.
