What is the validity of divorce by Muslim man through registered post

Is the Divorce, duly registered in court , sent by a Muslim man to his Muslim wife 2 years earlier under registered post valid, in the light of recent SC judgment
Only intimation of talaq is not enough to decide the validity of the same. It must have 2 witness. Secondly talaq is valid after Mehar amount Received from the other side. Firstly provide full information. It can be treated as cruelty and a way to harass the wife too.
