Talaq certificate after talaq e hasan

If one has taken a talaq e hasan over three months, how can we get talaq certificate if waqf board is not issuing divorce certificates and how long does this process take?

Talaq e Hassan and Talaq e ehsan both are most approved form of Talaq as per shariah and indian law you can get certificate but it need to be challenged in the competent court. if wakf authority denied to issue
