Regarding pension when divorce is not finalises

My Bua ( father's sister) is a single mother who is living with her only daughter since last 20 years. Her husband is denying to sign divorce. And she didn't file case 20 years ago due to family pressure and other issues. Now she wants to apply for divorcee pension given by govt of India for single mothers but she doesn't have divorce papers. Is there any way out legally to apply for pension and let the court know that she is living without her husband and he is denting to file divorce.

you can file divorce and she can get divorce under the ground that she is living living separately more than 7 years so if u r ready to file I will file the divorce petition for any other query u can call me
