Procedure to obtain divorce by wife when husband deny to give divorce

can girl get divorce, without husband agrees. if she put false blame of (dowry, Mental torture, beating) Is there any law girl can take divorce, without husband agree, do just ask to get divorce each other.
A girl or a boy can take divorce on the grounds mentioned in section 13 of HMA which include cruelty, desertion, adultery etc. However, practically speaking it becomes a very difficult and cumbersome task if both the parties don't agree for divorce and it takes years. Hence a mutual consent divorce is much better than a contested if both the parties want to resolve the matter quickly and move ahead in their lives.
