This notice must be issued by the IO of the case that has been registered against you by your partner. And it's advisable to apply for anticipatory bail as soon as possible if you are under the fear that the police might arrest you. And as far as the cost is concerned it depends upon lawyer to lawyer.

Section 41 A CrPC is a notice issued to an accused against whom an FIR has been lodged to appear for the purpose of investigation. Your matter seems to be originated from a matrimonial discord. Do share the copy of FIR for seeking anticipatory bail.
