Need a clarification regarding Dowry act

Hi, I need a clarification about the dowry act. My Friend got married 1 1/2 years before and have not yet registered their marriage yet. Her husband and his family are not willing to register the marriage. They pledged all of her jewels. And also they have taken personal loan on her name and some other debt also. They are not willing to return any of these and also mentally abusing my friend and her family. Shall we complain against them without registering marriage?

file dowry harassment case within the seven years period of the marriage and she also have the right to file domestic violence and other provisions relating to the matrimonial problems so it is you front as to defend what are the complaint and what are the disputes are made in the court by the wife
