The application is for providing maintenance.

You have to respond to that application. Maintenance is not applicable when she refuses to live with you given the condition that no abuse takes place, meaning she doesn't wants to live with you. Otherwise the following:
a. If she is qualified to earn enough means you don't have to maintain her,
b. If she is not qualified to earn then you have to maintain her,
i. May be she has made allegation that you earn more than you do therefore increase the liability upon you,
ii. Or she has rightfully stated your financial status and that you need to maintain her.
