It is common that when a lawyer withdraws from a case, they may require a formal request or proof that a new advocate has been engaged before issuing a No Objection Certificate (NOC). This ensures the lawyer is formally relieved of responsibility and cannot be held liable for future proceedings. Asking for documents from the new lawyer or a formal engagement letter is a correct and standard process. You can request your previous lawyer to provide the NOC in writing after receiving proof that a new advocate has taken over. Make sure all communication is documented for your protection. If the lawyer unnecessarily delays giving the NOC, you may approach the Bar Council for assistance.

Yes, it is common. Your advocate may ask you to collect case papers or settle dues before issuing NOC. However, he cannot unreasonably refuse it. You can also file vakalat with new lawyer and seek court permission.
