Your question is incomplete as what exactly you and your sister intend to do against your sister’s spouse. Well from the available query I could make out even after having dowry the person is neglecting your sister. It all depends upon your sister what extent she wants to go. Well, you can lodge a case of Domestic Violence against him for the purpose of seeking Illegal Dowry which is prohibited under the Prevention of Dowry Act. You can apply Sections like Sec 498A of IPC.
