If the summons are intentionally not received by the parties and the postman gives a remark as Refused, in that case you can make an application to proceed the matter ex-partee i.e in absence of the opposite party and file your evidence in court.

Unless your husband receives summons the case would not move forward. However, refusal to take summons is a good service and the Court can then proceed ahead. Feel free to contact me for seeking any legal advice/assistance as regards the same.

file for an exparte order against your in-laws if they are not appearing in the court, file an application for interim maintenance in the court and file your assets and liabilities to seek maintenance till the case is pending, after that file for execution of the maintanence order

if the summons are not accepted you have to file an application for service of summons and the court will issue a warrant against the accused and will give you a next date. in which court the matter is going on?
