Husband refusing to continue marriage

Husband is refusing to continue the marriage without reason after 2 months. Prior to this, Him and his family asked me to give all my salary to him. This is both our second marriage and he refused to file for marriage certificate. How can he legally use a woman for 2 months and refuse to stay married? He is not answering any of our calls. What is the strictest and best action to punish him?

hi if he is refusing to continue the marital life then you could file a petition for restitution of conjugal rights in court to ask him to continue the marital life and file harassement case against you then you could do it
