You can file a online complaint if SHO refusing to filing a case against husband. Moreover, she can file a DV case in same natine and also criminal complaint in magistrate court in local. If really affair is established, the you file divorce if you needed. Otherwise you can file maintenance case against husband. Consult me more information.

This is a case of domestic violence along with cruelity, cheating and your sister has suffered a lot. From how long your sister is in parents house? FIR should have been filed when these bad things happened. Consult an Advocate with all the details, have a meeting, then a proper step can be taken

U better engage a Advocate and lodge complaint under Domestic violence Act in Court and if her husband is having extra marital affair if police are not receiving u can also lodge private complaint in court

It is better to have the meeting with the both the family members and try to resolve the same. Your sister in law can ask his husband to stop such affairs. If he still continues to do so, your sister in law can file for the divorce on the ground of physical and mental cruelty. And also on the ground of adultery if such girl is the marriad woman and the said act come within the purview of adultery.
