How Transfer Case From District To District

I have filled dv case on 2019 my case still pending due to keep transfer of judge,how can I close my case soon,how to transfer case one district to another district

hi if the case is pending for long period of time then you could file petition in high court to expediete the case as there had been no judge in the case or to transfer it to another district for early hearing
