How can a divorce be seeked when husband is prolonging the case

I have also consult before case is on my sister as groom says he have given divorce acc.of shariyat but it dint happened n filed case of theft allegation after two yrs of sending my sister by physical n mental assault now this guy took case to allahbad quoting he is not getting justice after all he have money power n dowry what he took from us now we r puzzeled what to do.we are victim of dese condition no one is helping changed 3 lawyers in course of 4n half yrs n he got married n have a kid wid another women my sisters life is all in vain.seeking is dere any justice in d court of law. What should we do?
