Of course you can get visitation rights to meet your daughter on a regular basis by filing a petition before the court situated at where your daughter resides. As your daughter is very young it will be bit tough. But eventually you will get to see your daughter regularly.

You can very well file the petition for visitation rights before the Court unless there is any specific order restraining you from visiting the child. You can seek the visitation rights on weekends but it is for the court to decide considering the facts revolves around your case. In terms of timeline, it really depends on your specific case and circumstances. In some cases, if both parties agree on visitation, you could get a court order relatively quickly. If it's a contested case, it could take several months or more. Normally., the judgement could take anywhwere between 6 to 12 months. An interim order could potentially be issued more quickly than a final order, as they are often used to establish short-term arrangements while a case is ongoing.
