First of all your sister have to move application in women cell for demanding Dowry and mental torture, thereafter she will have to file petition under section 125 CR.pc for monthly maintenance against her husband, moreover she can also file petition under section 12 to 18 Domestic violence Act. If you are residing within Distt. Patiala, then I can file her cases only for paying expenses of cases without fee.

There are legal aid cell in every district where you can get a lawyer free and have to pay nothing he will file case in the court. First you have to decide what you want in future. Your sister can file case for maintenance under section 125 cr p c. She can also claim maintenance , arrangement for accommodation, compensation under prevention of women from domestic violence act you can file a criminal complaint under section 406/498-A IPC. If your sister in law's having any land then your sister can fill civi suit for maintenance under Hindu adoption and maintenance act and can got the charge created over the property law favour a woman and able bodied person is bound to maintain his wife for this you have to approach court of law certainly you will get relief although it's somewhat difficult process
