Answer would be no as divorce case are family matter and type of civil case whereas government ask regarding criminal pending cases thus in simple words your answer should be no and no mention is required

No.
Because there the term 'case' is used in terms of a criminal case and not in terms of a divorce petition. Such a question is asked to know whether the candidate is involved in a criminal case or not.

mark "no" in that column. the form only requires you to fill the criminal cases in which you are involved or have been involved. if there is no criminal case pending against you just write "No" in the column. Divorce proceedings are personal in nature and the government or any other body has nothing to do with it.

In Government jobs generally the question is asked about the criminal cases pending not the civil cases.
Divorce petition comes under the category of civil litigation and hence you are not required to be worried about the pendency of the petition for divorce by mutual consent.
You can freely mention in the concerned column that no criminal case pending.
All the best for your upcoming job.
