Divorce- british and indian citizen also muslim

My husband and I are muslim, we got married in UK he is indian NRI and indian passport holder (No British residency or visa) we were living in Qatar,
I have left him and come to UK with my baby because of his abuse. Now he refuses divorce because he has all our money and does not want financial settlement.
Now he is trying to get married again in India, can I register my marriage certificate at indian embassy and stop him from marrying before he divorces me?
