Child custody after mother getting married

My brother n his wife got divorced by mutual consent n they have 10yr old son staying with his mother. Now since she got married her new husband asking to sign adoption petition from my brother what should we do

Your brother's wife n her current husband has to undergo a adoption procedure so that he can give his title n all the rights to the child. He may want to change the name too of the child n hence he has to go through adoption procedure for compliance.
