Can muslim women file divorce case in court without jamath discussion.

Can muslim women directly file the divorce case in family court without consulting muslim jamath because her husband not willing to give divorce and jamath all supporting him only. She registered her marriage in tamil nadu marriage act. What is the solution for her to get divorce through court. Which act can she file divorce case. She dont want anything from her husband but she want divorce only. What are the documents required to file divorce case in court. Pls answer me thanks.
