Can I file sec 21b after I petition sec 131ia divorce case

My wife filed sec9 and I filed sec13 1 ia both filed two years back. District Court counseling failed. No kids. Submitted Counter files. Cross examination yet to start but delaying by her lawyer. Not coming for mutual divorce even we ready for permanent money. why her family doing this? Can I file sec21b to the court now? Because my age is 35 now. We both job holders. I want to divorce because she and her family doing emotional cheating from day1 of our marriage. We spent together only 3 weeks.
