Can 498a case be filed against second husband when first one is still

Hi nMy friend got married in 2008 and she went through dowry abuse, 498a case is still pending as her ex husband fled the country. She applied for divorce in 2017 and married again in 2020. She went through dowry abuse in the second marriage too. Can she apply for 498a case on her second husband and family whilst her first case is pending ?

Dear Client... can you answer following questions for better query reply.... 1.whether divorce petition is pending or divorce granted? 2. present stage of 1st 498a complaint? 3. whether witness are given evidence before concern court or not? 4..if in case without getting divorce 2nd marriage 498a is not applicable need furthermore clarifications or doubts please call me. thank u....
