After divorce my ex husband is not giving noc for child passport

After getting divorced my ex husband was granted visitation rights but he never came to see his child nor paid child support. Now i want to relocate to gulf country for job and take my son who is just 18 months old with me.how can i get passport for him

Your former spouse must inform you of their intention to move abroad with your child. When they do, you can either consent to the move or contest it. Most parents want to spend as much time as possible with their child and if they move abroad, that will likely be much more difficult
