Can we file private complaint for a non cognizable offence anywhere in my city?

Yes…you can always file a complaint in writing against the culprits in the police station of your area. And if the behaviour of police is not favourable towards you then you can always file a petition under section 156(3) CrPC before the magistrate of your area.
