How I can I report an indian resident who scammed me and borrowed money from me for investment?

You can file a Complaint online as well, given the merits of the case but thereafter you will have to give a statement before the police. (There is a bypass to the same but will have to discuss it based on the facts and circumstances). Please brief me a little about the transaction to help you efficiently. Open to further queries.
