whom can we approach to arrest a proclaimed offender under sec 1pc 376

hi sir if a person is declared proclaimed offender under ipc 376 and police is not taking any responsibility to arrest the accuse. whom can we approach to get arrest that proclaimed offender.
If police is not talking any action against the proclaimed offender u can approach high court and file a writ petition or direction so that police can perform its duty . Secondly if the person is proclaimed offender he or she can be arrested by private person also and can be handed over to nearest police station but the only problem in that is that PO person can harm you while arrest or approach the police as they are not taking any congnigence under influence. So the best option is to approach high court. High court will call record and give direction to commissioner and local police stain SHO to arrest the proclaimed offender.
