I understand your difficulty. However your question is legally not correct. If police is not filing your FIR you can always move an application before the magistrate concerned. However I suggest that you first contact a knowledgeable advocate so that you get the correct suggestion and assistance.

You can certainly file a Zero FIR at any police station in India, including one in New Delhi, and once it is registered, the police are legally bound to transfer it to the police station having proper jurisdiction, which in your case would be in Mumbai. However, filing it in Delhi will not remove Mumbai police from the process because ultimately the matter will have to be investigated by the police there. If your concern is that the local police in Mumbai may try to ignore or dilute the complaint because of the influence of the accused, there are remedies available. You can escalate the matter within the Mumbai police hierarchy to senior officers such as the DCP or Commissioner, or you can directly approach the Magistrate under Section 156(3) of the Criminal Procedure Code and request an order directing the police to register the FIR and investigate. This route often proves stronger and more effective than relying on a Zero FIR from a different city, because it creates judicial oversight at the very beginning.
