What to do when a person has cheated for getting money

One person is the online cheater he has trusted me for buying laptop & I fully believe on him .he was eBay seller in that time I seen one laptop &there was some specification & little bit doubt so below there mentioned the number for details .i saved the number & did watsapp chatting about specification .in that he said to me don't purchase from eBay then after he said u transfer the money by paytm and I transferred the money .after I tried to talk to him nothing reply & also I stored IFSC CODE. just suggest wt should be done plz reply & i am a student...,
Absolutely you are cheated by an online fraudster.
You have two options. Make a complaint in person or through online in police website along with supporting documents.
Second option
You can make a detailed complaint to eBay itself and narrate the entire story by supporting documents.
This might end up to near remedy.

a notice to the opposite party shall be sent and if it is possible consumer case can be filed. but as from your statement the address is not certain in that sense notice will also not be served on the other side
