what is the procedure to be followed to meet chief justice of state

Sir, This is Yuvaranjini from Tamilnadu. As my father business got affected by erring officials we ought to file cases in High court in order to safeguard our livelihoods but erring officials tried kidnapping and done life-threatening incidents for past 3 years to prevent us from proving their fraudulent. So, I am in deliberate need of your valuable guidance/details to be followed to get an appointment for meeting the chief justice of State in person. We are highly expecting of your valuable advice. chief justice of honorable high court of madras can not be meet at an instance. the person has to file a case either by Writ or criminal. the person has not mention which type of issue she had. whether civil or criminal or company law.
