Yes, you can file an application for presenting wittnessess before the trial court in during trial if matter is belong to civil court, and matter is belong criminal proceding then on behalf of complainant you can an application.

In a criminal trial after filing of chargshèet by investigating agency and framing of charge the witnesses were called by the court as mentioned In the calendar of winesses.the service agency for summoning witnesses is local police.if accused wants to got examined his witnesses in defence then after providing list of such witnesses they me called either through court or may produced by accused himself
