What action i can take if investigation officer not coming for hearing

The investigation officer did not come on 7 hearing date continously. The justic give us next date and a summon to investigation officer ,and the same story . What legal process can I took against investigation officer ?

(1)* If I.O. is not coming for hearing then I u can move an application before SSP of your district.
(2)* if your case is getting delay then you can come to the high court for expedite your case within 6 months under article 227 of constitution of india.
