Dear Sir, You can file a criminal complaint before the local police station under relevant sections of the IPC. For pledged gold not returned, the sections that may apply are: Section 406 IPC (Criminal Breach of Trust) if he dishonestly keeps the gold after you have repaid or demanded return, and Section 420 IPC (Cheating) if from the beginning he had dishonest intention to deceive you. Since he has no licence, you can also complain to the District Collector or local police about illegal money lending under State laws (e.g., Karnataka Money Lenders Act). If the police are not registering an FIR, you can file a private complaint under Section 200 CrPC directly before the Magistrate. As you cannot afford a lawyer, you can approach the District Legal Services Authority (DLSA) for free legal aid to draft and file the complaint. Keep all receipts, witnesses, and evidence of pledge for the case.

Go to the DLSA front office and submit an application for free legal aid in your criminal case. The Legal Services Authorities provide free legal aid by assigning an advocate from their panel of lawyers to represent your case.
