Water supply hurdles creation by roof right owner of top floor

I am living in a builder flat in Delhi where owner of top floor has roof rights. He has locked the roof entrance and does not allow anybody to go to roof. Due to some personal issues, he is creating water problems for us by disconnecting the water supply from the water tanks kept on the roof for all flat owners. We have approached police however police is saying this is civil matter and go to court. When police comes he starts the water supply. Further he is an advocate so police also not taking any action.
What type of legal cases we can file against him and how can we get the free flow water supply and roof unlocked or keys of roof entrance?
you and other members can collectively file declaration suit for easement right as water is essential for living. so you may have to prove same that he creates hurdle necessarily and stops water flow and hence other members may be granted Right to inspect water tanks and for same keys be given to you as well.
