water leakage from upper flat bathroom

water is leaking in my bathroom from upper flat bathroom since last one year . now owner of upper flat is telling that he will not repair and not responding to WhatsApp massage and calls.
I am senior citizen and owner of flat.

If your upper flat is not responding and not repairing his bathroom leakage which leakage into your bathroom then we have to send a legal notice to him even if not responding then we go to court and file a case on him
