Wants to take new govt. job after completing the imprisonment of 3 yrs

if a person at the age of 25 years underwent punishment for 3 years and released from jail at 29 years age can he get a new govt. job?
No a convict is not considered for employment by any private organisation even what to speak of Govt job. If some how one gets job suppressing the conviction , he makes himself liable for penal action.
