There is almost zero legal risk to him Why? Consensual sex between adults is NOT a crime. Being on Grindr is NOT a crime. Sharing photos consensually is NOT a crime. Police do NOT register cases against a person for consensual private relationships. If she tries to file any complaint, police will immediately see it as extortion. Blackmailers almost never go to police, because they themselves would get arrested.

Dear friend Good morning According to your Query Your friend should immediately stop communicating with the blackmailer, collect all evidence of threats and payments, and approach the police to file a complaint for extortion and cybercrime. Legal support will protect him; yielding will likely invite more harassment.
